Most folk would benefit from this ability, as would many organisations:

I do not doubt but that that will make all the difference to the man on the Cluj omnibus.

And note the absolutely vile misuse of font sizes and so on here. Surely there must be a few half way competent web designers in Brussels?

A little make-work project for someone's brother with a small, client-free design studio. We can see that they know how to scroll down and change point and typeface and do it often.

Only 80% of EUSSR internet users have broadband! I didn't know dial-up (shudder) still existed!

I see that that peculiar graph mentions various Directives, but nothing about tractor production.
