Government's crowing causes sun to rise - and it's a good thing

Or so one one might think.

There are now more females and ethnic minorities in the judiciary, although ' Baroness' Usha Prashar says ''The [Judicial Appointments Commission] selects candidates for judicial office on merit and merit alone'. However, the thoroughly uninteresting Vera Baird nevertheless wants to make capital out of this: 'I welcome these figures which show continuing progress towards a more diverse judiciary. Increasing the diversity in the judiciary remains a key priority by working with the Judicial Appointments Commission and Judiciary, I hope to see even further improvements next year'.

If appointments are indeeed 'on merit and merit alone', why should something that has just 'happened' be something to welcome, and why should more of the same be regarded as 'improvements'?

The number of 'BME' appointed last year was 14% - isn't that actually higher than it should be if it was truly representative?
And that Vera Baird has been properly programmed with NewLabourspeak: "...doing well across Government to link up the work streams...strategic framework...gender-based...reform programme...5 year strategy...delivery". And all in two short paragraphs.
