Erm, how? The quote above comes from the head of the Swedish state alcohol monopoly, Systembolaget. It is, in fact, not a monopoly, but accounts for some 54% of alcohol sales to the good people of Sweden, and it has just been handed a kicking by the ECJ over the ban on private importation of alcohol.
Given that internet tobacco imports is still intercepted in this country, if I were a Swede, I would not get my hopes up.
Meanwhile, I cannot recall who noted that the only real monopoly ever created without state assistance was that that De Beers had in diamonds.
