It's such a huge market. When you go outside your house, every side of a footpath has grandmothers or whoever selling ciggies and semechki [seeds in a cone folded newspaper]. On street corners are ice cream vendors.
Now multiply this siutation by the population of Russia, male and female, over 15 and that's money, real money in cash.
So your post is not a surprise that it's happening.
