C/O Ben Wallace, our man in Lancaster and Wyre, discussing military procurement, equipment supply and the like:

"It is not uncommon for individual soldiers to buy personal equipment, but I have never met a soldier who was driven to buying a larger piece of equipment, such as a tank". Source

Wallace is as military chap and would seem to know of what he is talking. The slapdown was administered in a debate on procurement.
