Obviously, no contest. The French do elegance.
Frau Merkel's official pad, although I can see it is intended to look elegant and light, simply looks harsh. Oh, dear, am I typecasting? But it's horrible.
Also, to live in a building like that, you would have to be thin, chic and have big hair and Frau Merkel fails dramatically on all three counts. (I don't want to be cruel, but as she is pushing this Treaty-aka-Constitution, I will fight my finer instincts and go right ahead.)
Oddly enough, the only couple I can see carrying off that residence are the Sarkozys.

And "minimum wages" are wrong for capitalism and it is capitalism, not communism, that drives the world. Minimum wages are anti-progress.
Perhaps you should follow the human tsunami and move to England, where you can get a minimum wage even if you're not working. So you take away one element: the work and retain the other: the pay. So minimalist, darling!
