Sort of.

The Clinton's mog has shuffled off this mortal coil. Socks, for it is he, has died of throat cancer, which seem an odd thing for a cat to die of.

It is always sad to lose a moggy.

However, on the assumption that I've got this right (it isn't a subject with which I am familiar), is it possible that Bill really once said: "I did not have Socks, with that woman!"
