Condemnation watch...
From yesterday's press releases at the UN, in descending order of condemnation:
"Secretary-General condemns in the strongest terms the suicide bombing in Kabul today"
" Secretary-General strongly condemns suicide bombing in Islamabad , Pakistan"
"Secretary-General condemns the brutal killing of the acting head of the United Nations Development Programme (UNDP) office in Mogadishu"
"Secretary-General condemns recent bombings on Abkhaz-controlled territory"
All of these incidents resulted in deaths, and I do not seek to make light of that, but Moon's terminology would suggest that there is a verbal sliding scale for reacting to events.

Condemnation levels would seem to be based on some sort of time frame - ie the older the story the lower the level.
