Commissioner Grybauskaitė, Commissar for for Financial Programming and Budget wants to know how Euronauts would like the budget reformed.
Here's my modest proposal - a full audit trail for all expenditure.

How about each member state hands over the requisite 1.33333234573775% (or whatever it is) of their own GDP to a central pot rather than the stupid system of receipts and rebates and contributions which enables the French to make virtually a zero net contribution and Ireland to be a net recipient?

an audit, not bloody likely, just for effect though - how about an independent audit.
Even if this were to be enforced, no doubt they would the internal auditors to the government of Nigeria!

Nomad - How about a 100% cut and dump the whole idea?
I'm betting that tens of thousands - if not hundreds of thousands - of suddenly unemployed EU bureaucrats would not tug at too many taxpayer heartstrings.

Verity: That was the idea, but I was saving 10% to pay for the few months it would take to dismantle all that infrastructure once everybody had gone home.

Nomad, well, OK, but I think that 10% of the EU budget is way over-inflated. Given the trillions, .0005 would be too much.
